The quickest way to buy crypto in Saudi Arabia is a card or Apple Pay purchase on a global exchange: minutes, but roughly 4–7% all-in once your bank's foreign-transaction fee is counted. The cheapest is riyal P2PP2PPeer-to-peer: you pay another user in riyals (STC Pay, urpay, bank transfer) and the exchange releases the crypto from escrow once they confirm. on Binance or Bybit, where the platform fee is a flat 0.05 USDT per order and the real cost is a small premium over the 3.75 peg. Between those sit a bank transfer to a Gulf-regulated exchange and, for six-figure sums, an OTCOTCOver-the-counter: a desk quotes one price for a large order instead of filling it on the public order book. desk. Bitcoin ATMs, cash shops and PayPal are not options here, whatever a search result promises.
The five routes
Think of it as a ladder. At the bottom, card or Apple Pay on CEX.IO, Bybit or OKX: the exchange charges you in dollars, your Saudi bank converts, and you own coins before you have put the phone down. One rung up, SAR P2P: you pay a seller through STC Pay, urpay, AlinmaPay or a bank transfer, and the exchange holds the USDT in escrowEscrowThe exchange locks the seller's crypto until the seller confirms your riyal payment arrived; neither side can run off with both.. Next, a riyal bank transfer to a licensed Gulf platform such as CoinMENA, which publishes a 0% SAR deposit fee. At the top, OTC for anything above USD 50,000. The fifth route is the one that lives only in search results: ATMs and cash dealers, covered honestly at the end.
None of these is "licensed in Saudi Arabia". Crypto is not prohibited for individuals, but it is unregulated: no exchange holds a Saudi licence and SAMA-supervised banks do not offer crypto services. Every route below is a workaround built on offshore or Gulf-regulated platforms, and the legal guide explains what that means for you.
What each route really costs
Type the amount you have in mind. The calculator applies each route's published fee and a typical spreadSpreadThe gap between the price you pay and the market price at the same moment; on P2P it is the seller's premium above 3.75 SAR per dollar., then shows what you would receive.

The fastest path: card or Apple Pay
This is the route for "I want some Bitcoin tonight". You skip bank beneficiaries, P2P chat and riyal conversions. The catch is that Saudi cards are not all equal. Test reports describe madamadaSaudi Arabia's domestic debit card scheme; mada-only cards usually cannot pay foreign online merchants, including crypto exchanges.-only debit cards being declined by exchange processors while Apple Pay on the same account succeeded, and credit cards behaving differently from bank to bank. No bank publishes a policy; this is pattern, not rule. If one method fails, try Apple Pay before you try another exchange.
- Open and verify the account
Email, phone, 2FA, then a passport or national ID with a selfie. CEX.IO says the accepted documents depend on your country of residence, so expats should use a passport.
- Add a Visa, Mastercard or Apple Pay in your own name
Third-party cards are rejected. A small verification charge may appear and reverse.
- Use Instant Buy and read the confirmation screen
Enter the USD amount (minimum 20 on CEX.IO). The screen shows the price and the service commission before you confirm; that is the number that counts.
- Expect a 3-D Secure prompt from your bank
An OTP from your banking app or SMS. If the bank declines, the exchange will usually say "issuer declined", which means the decision is the bank's, not the platform's.
- Withdraw what you are not trading
Long-term holdings belong in a wallet you control. For USDT pick the network deliberately: TRC-20 is cheapest, ERC-20 the most widely accepted.
Start with the card routeOne ID check, then Instant Buy from 20 USD with Visa, Mastercard or Apple Pay. Prices move; buy only what you can leave alone.
Create a free accountThe cheapest path: SAR P2P
P2P is how most riyals become USDT in the Kingdom. You pick a seller's ad on Binance or Bybit, the exchange locks their USDT, you send riyals through STC Pay, urpay or your bank app, mark the order as paid, and the seller releases. Binance added urpay and Liv. KSA as official SAR methods in April 2022 and charges a flat 0.05 USDT taker feeTaker feeThe fee paid by the person who accepts an existing ad; the person who posted the ad is the maker. per order on USDT pairs. The cost that matters is the seller's price: a little above 3.75 riyals per USDT, and the gap narrows when many sellers compete during banking hours.
- Verify, then open the P2P tab and filter by SAR
Filter by your payment method (STC Pay, urpay, bank transfer). Sort by price and look at each seller's completed orders and completion rate, not just the rate.
- Choose an ad whose limits fit your amount
Each seller sets a minimum and maximum. First orders of SAR 500–2,000 are a sensible size while you learn the flow.
- Pay from an account in your own name
The name must match your exchange profile in Latin letters. Do not write "USDT", "crypto" or "Binance" in the transfer note; a plain reference or nothing is standard practice.
- Mark as paid inside the order, then wait
The seller releases once the riyals show in their account. STC Pay and urpay are near-instant; a bank transfer can take longer outside working hours.
- Never leave the exchange chat, never release first
If you are the seller later, release only after the money is visible in your own banking app, never on a screenshot. Open a dispute inside the order if anything stalls.
Bank transfer to a licensed Gulf exchange
If you would rather deal with a company regulated somewhere in the Gulf than with an anonymous P2P seller, CoinMENA (Central Bank of Bahrain category 3, Dubai VARA) is the only platform that prints its riyal prices: SAR bank deposit 0% with a SAR 37.5 minimum, trading 0.75%, SAR withdrawal SAR 117.5 with a SAR 500 minimum, local transfers in one to two working days, personal bank accounts only. Card and Apple Pay deposits cost 4%. BitOasis lists KSA and SAR in its app listing with "zero fees" on bank-transfer purchases, though its full schedule is not confirmed; Rain documents no SAR rail at all. For a few thousand riyals held for months, the slower rail and the withdrawal fee are a fair price for a regulated counterparty; for SAR 500 they are not.
OTC for large sums
Above roughly SAR 200,000, order books start to work against you: a market order eats through several price levels (slippageSlippageThe difference between the price you expected and the average price you actually got because your order was too big for the available liquidity.), and P2P sellers rarely have that much in one ad. An OTC desk quotes one price for the whole amount. CoinMENA's desk starts at USD 50,000 with a 0–0.2% processing fee, Kraken's at USD 50,000, Binance's at USD 200,000; Rain advertises OTC without publishing a minimum. All of them ask for source-of-funds evidence, which is a feature, not an obstacle. The OTC guide compares the desks and explains settlement in riyals.
What does not exist in Saudi Arabia
Bitcoin ATMs. None. A 2019 check found that the two machines once listed for Jeddah and Jubail were not there, and nothing has opened since; our ATM page explains what people find instead. Crypto shops and cash dealers. Licensed money changers are SAMA-supervised and do not deal in crypto; a WhatsApp seller offering USDT for cash in a Riyadh mall is working outside any licence, and we could not verify a single such business. PayPal. CEX.IO lists PayPal for US accounts only, and no SAR P2P market accepts it. Direct SAR deposits on Binance, Bybit or OKX. There is no riyal wallet funded by SARIESARIEThe Saudi interbank transfer system used by every local bank for riyal transfers. on any global exchange; "SAR" on those apps means the P2P market.
When you are ready to go the other way, the selling guide covers P2P cash-out to STC Pay and bank, CoinMENA's SAR 117.5 withdrawal, and the mistakes that cost sellers their coins. And if you only want to compare platforms first, the exchange comparison puts all eight in one table.
Frequently asked questions
What is the quickest way to buy crypto in Saudi Arabia?
A Visa, Mastercard or Apple Pay purchase on a global exchange. After the one-time ID check, CEX.IO Instant Buy settles in minutes with a 20 USD minimum; Bybit and OKX offer a similar one-click buy through third-party card processors. The trade-off is cost: published card fees run 0.49%–4.99% plus a service charge, and your Saudi bank usually adds a 2–3% foreign-transaction mark-up.
What is the cheapest way to buy crypto with riyals?
SAR P2P on Binance or Bybit, paying a seller through STC Pay, urpay or a bank transfer. Binance charges a flat 0.05 USDT taker fee per order on USDT pairs; the real cost is the seller's premium above the 3.75 SAR/USD peg, which secondary estimates put well under 2% during banking hours. For sums above USD 50,000, an OTC desk quotes one price and is cheaper again.
Can I buy crypto with mada?
Rarely. mada is a domestic debit scheme and mada-only cards are generally not usable at foreign card processors; test reports describe mada debit cards being declined on Bybit and OKX while Apple Pay on the same bank account went through. Co-badged mada-Visa or mada-Mastercard cards sometimes work. For riyals, P2P through STC Pay or a bank transfer is the reliable route.
Is there a Bitcoin ATM or a shop that sells crypto for cash?
No. There are no known operating Bitcoin ATMs in Saudi Arabia (a 2019 check found that the two machines once listed for Jeddah and Jubail did not exist), and no licensed money changer offers crypto. Anyone selling USDT for cash in Riyadh or Jeddah is operating outside any licence; treat it as a scam risk, not a route.
Can I use PayPal to buy crypto from Saudi Arabia?
Not on any platform we checked. CEX.IO lists PayPal for US accounts only, and none of the exchanges with SAR P2P markets accept PayPal as a payment method. If a website offers "crypto via PayPal" for Saudi users, it is a reseller adding its own margin or a scam.
Do I need a Saudi bank account to buy crypto?
For a card purchase, no: any Visa or Mastercard in your name works, including a card from your home country. For P2P you need a SAR payment method in your own name that matches your exchange profile (STC Pay, urpay, or an Al Rajhi, SNB, Riyad Bank or Alinma account). For CoinMENA you need a personal bank account; third-party funding is rejected.
