The short answer: a Saudi resident can buy XRP in two ways. The quickest is a Saudi Visa, Mastercard or Apple Pay on CEX.IO, which lists XRP against USD, EUR, GBP, USDT and BTC and charges in dollars. The riyal route is to buy USDT on a P2PP2PPeer-to-peer: you buy from another person on the exchange and the platform holds the coins in escrow until the seller confirms your bank, stc pay or urpay payment. market with a bank transfer or stc pay, then swap USDT for XRP. Both work from Riyadh, Jeddah or Dammam; neither involves a Saudi-licensed company, because none exists.
What XRP is, in plain words
XRP is the native coin of the XRP Ledger (XRPL), a public blockchain that went live in 2012. It was designed for one job: settling payments quickly and cheaply. A transaction on the ledger is confirmed in a few seconds and costs a tiny fraction of an XRP, which is why banks and payment companies have tested it for cross-border settlementCross-border settlementThe final step where money actually changes hands between institutions in two countries. Traditional correspondent banking can take days; XRPL aims to do it in seconds.. Ripple, a US company, builds products on top of the ledger and holds a large share of the supply, which is why you will see "Ripple" and "XRP" used interchangeably in Arabic forums even though they are not the same thing.
Unlike Bitcoin, XRP is not mined. All 100 billion coins were created at launch, and a portion is released from Ripple's escrow on a schedule. The ledger does not use gasGas feeThe fee paid to the network to process a transaction. On XRPL it is burned (destroyed), not paid to miners, and is usually well below one riyal. in the Ethereum sense: a small amount of XRP is destroyed with each transaction, and every wallet must keep a minimum reserve of XRP to stay active. That reserve matters when you withdraw to your own wallet, as we explain below.
Why XRP matters to someone in Saudi Arabia
Saudi Arabia is one of the largest sources of outward remittances on earth. SAMA data compiled by the Union of Arab Chambers put expatriate transfers at SAR 125.2 billion for January to September 2025, up 19.6 percent on the year before, with every quarter above SAR 40 billion. Behind that number are the Kingdom's largest expatriate communities, from Bangladesh, India, Pakistan, Egypt and the Philippines, sending wages home through banks, exchange houses and apps.
That is exactly the market Ripple has pitched to banks for a decade: replace slow correspondent chains with a bridge asset that settles in seconds. So the honest question for a Saudi reader is not "is XRP fast" but "can I actually use it to send money home today". The answer is: only if the person receiving it has an exchange or wallet that turns XRP into rupees, taka, pesos or pounds, and only if you accept that the XRP price can move between the moment you buy and the moment they sell. That is why most people who experiment with crypto remittances from the Kingdom reach for a stablecoinStablecoinA token designed to stay worth one US dollar, such as USDT or USDC. Because the riyal is pegged at 3.75 per dollar, a stablecoin is effectively a digital riyal-equivalent. rather than XRP. Our crypto remittance guide walks through the USDT version step by step.
XRP still earns its place on the list of coins Saudis buy most. It sits in the top five by market value, it is listed on every platform that serves the Kingdom, and its story about bank settlement is the one most Saudi investors can explain to a relative without a whiteboard.
Riyad Bank, Jeel and Ripple: what was actually signed
On 26 January 2026 Riyad Bank's innovation subsidiary, Jeel, announced a non-binding study agreement with Ripple. The scope, as reported, covers three areas: cross-border payments, digital-asset custody and asset tokenisation, to be explored within Jeel's regulatory sandbox. Riyad Bank held assets of over USD 130 billion at the time.
Where to buy XRP from Saudi Arabia
| Platform | How you pay | XRP pairs | What to know |
|---|---|---|---|
| CEX.IO (review) | Saudi Visa/Mastercard, Apple Pay, Google Pay in USD or EUR | XRP/USD, EUR, GBP, USDT, BTC | Card fee range 0.49%–4.99% plus a service charge shown before you confirm; Instant Buy minimum 20 USD; no SAR wallet. Saudi users are served by CEX OVRS LLC (Nevis). |
| Binance (review) | SAR P2P with bank transfer, stc pay, urpay (urpay and Liv. KSA are the officially announced methods) | XRP/USDT spot; XRP is not a visible SAR P2P tab | Buy USDT first (0.05 USDT taker fee per P2P order), then swap. No Saudi licence. |
| Bybit / OKX | SAR P2P, then spot | XRP/USDT | Saudi Arabia is not on either restricted list. Bybit offers a spot-only Islamic Account; check whether XRP is on its screened list. |
| Rain (review) | Local-currency deposits per its site; SAR not documented on Rain's own pages | XRP listed per third-party listings | CBB-licensed in Bahrain since 2019. Confirm Saudi onboarding in the app before planning around it. |
If you only want a modest position and already hold a Saudi credit card, the card route is the least friction: no P2P chat, no waiting for a seller to release escrowEscrowCoins locked by the platform until the buyer's payment is confirmed. It protects both sides of a P2P trade.. Budget for your bank's foreign-currency mark-up, typically 2–3 percent, on top of the platform fee. For larger amounts the P2P route is usually cheaper because the only costs are the small SAR premium over the 3.75 peg and the spot trading fee. Our exchange comparison covers both routes in detail.

Create an accountBuying XRP with a Saudi card, step by step
- Open and verify the account
Register on CEX.IO, enable two-factor authentication, upload a passport or national ID and pass the selfie check. Expats: keep the passport handy, since accepted documents vary by country of residence.
- Add a card or Apple Pay
A Saudi Visa or Mastercard in your own name. Apple Pay often authorises more reliably than a mada-only debit card at crypto merchants.
- Use Instant Buy for XRP
Choose XRP, enter the amount in USD (minimum 20), read the price and service commission on the confirmation screen, confirm. The coins land in your CEX.IO balance.
- Decide where it lives
Leave it on the exchange only if you plan to trade. For holding, withdraw to a wallet you control; for sending to another exchange, read the tag section first.
- Keep the receipt
Save the order confirmation and your bank statement line. There is no personal income or capital-gains tax in the Kingdom, but good records make Zakat calculations and any future reporting painless.
The destination tag: the one rule you cannot skip
Exchanges hold all customers' XRP in a handful of shared wallets. To know which deposit belongs to which customer, they give you two things: the wallet address and a destination tagDestination tagA number (sometimes called a memo) that an exchange attaches to its XRP deposit address so it can credit the right customer. XRP and TON both use this system.. Send XRP to an exchange with the address but without the tag and the coins arrive in the exchange's wallet with no owner attached. Recovery means a support ticket, a wait, often a fee, and sometimes a refusal.
Two more XRPL quirks. First, a brand-new XRP wallet must receive a minimum reserve before it activates; the exact figure is set by the network and is published in the XRPL documentation, so check it before sending a tiny first transfer that may bounce. Second, that reserve stays locked, which means you cannot empty a self-custody wallet to zero. Neither is a problem if you know in advance; both generate panicked forum threads from people who did not.
Risks and scams around XRP in the Kingdom
XRP has spent years in the headlines over a US regulatory dispute, and headline-driven coins swing hard. A position bought on a Saudi card can lose a double-digit percentage in a day, and your bank will not reverse a crypto purchase because the price fell. Only buy with money you can leave untouched. Scams specific to XRP tend to follow its news cycle:
- "Ripple giveaway" videos on YouTube and X: send 100 XRP, receive 200 back. Nobody doubles coins. Ripple does not run giveaways.
- Fake "Saudi bank partnership" tokens. After the Jeel announcement, expect tokens named after Riyad Bank, NEOM or Vision 2030. The Ministry of Finance warned as early as 2019 that using the Kingdom's name or emblem to market crypto invites legal action; every such token is unofficial by definition. See our page on the "Saudi coin" myth.
- Telegram "XRP signal" groups promising fixed monthly returns. Fixed returns on a volatile coin are either a lie or a loan with interest in disguise; both are reasons to leave the group.
- P2P triangulation. If you sell XRP or USDT for riyals, release escrow only when the money is in your own account from a payer whose name matches the verified buyer. Our scams guide lists the patterns reported in the region.
Finally, keep the legal frame in view. Crypto is not prohibited for individuals in Saudi Arabia, but it is unregulated: no exchange, including CEX.IO, holds a Saudi licence, and SAMA-supervised banks and payment apps do not offer crypto services. CEX.IO has operated since 2013, and its US and UK group companies hold FinCEN MSB registration (NMLS 1804170) and an FCA cryptoasset registration (1007192), but the entity serving Saudi residents, CEX OVRS LLC in Nevis, names no regulator. Buy knowing that, keep only what you trade on any platform, and move the rest to a wallet you control.
Frequently asked questions
Can I buy XRP with Saudi riyals directly?
Not on CEX.IO, which charges in USD or EUR through a Saudi Visa, Mastercard or Apple Pay. The riyal route is indirect: buy USDT on the Binance, Bybit or OKX SAR P2P market with a bank transfer, stc pay or urpay, then swap USDT for XRP on the spot market. XRP itself is not one of the visible SAR P2P tabs on Binance.
What happens if I forget the destination tag?
If you send XRP to an exchange without the tag, the coins arrive at the exchange's shared wallet but are not credited to your account. Most exchanges can recover them through a support ticket, often for a fee and after days of waiting; some refuse. Sending to a personal wallet such as Ledger or Trust Wallet usually needs no tag at all.
Does any Saudi bank use XRP today?
No. Riyad Bank's innovation arm Jeel signed a non-binding study agreement with Ripple on 26 January 2026 covering cross-border payments, digital-asset custody and tokenisation, to be explored inside Jeel's regulatory sandbox. It is a study, not a live product, and it does not mean XRP is approved by SAMA.
Is XRP a good way to send money home from Saudi Arabia?
Technically the XRP Ledger settles in seconds for a fraction of a riyal, but the recipient still needs an exchange or wallet that can turn XRP into their local currency. In practice most people who use crypto for remittances choose USDT because its value does not move between sending and cashing out. Read our crypto remittance guide before trying it.
Is XRP halal?
There is no widely cited ruling specific to XRP. Scholars who permit crypto usually apply the same tests as for other utility tokens: real use, no interest-bearing products, spot purchase rather than leveraged trading, and no gambling-like speculation. Scholars differ, so read our halal guide and consult someone you trust before deciding.
Which wallets hold XRP for someone in Saudi Arabia?
Trust Wallet, Exodus and SafePal support XRP and are all listed on the Saudi App Store; Ledger hardware wallets, sold at Jarir for SAR 669 including VAT, also support it. Note that an XRP Ledger account needs a small reserve of XRP to stay active, so do not expect to move every last coin out of a wallet.
