CEX.IO review for Saudi residents

A card-first exchange that has been running since 2013. It does not take riyals, but a Saudi Visa, Mastercard or Apple Pay works in dollars, and it lists the coins people here actually search for: Bitcoin, USDT, Dogecoin and Pi.

If you have ever tried to send money from a Saudi bank to a crypto exchange, you know the drill: the transfer bounces, the card gets declined, or the app simply has no "SAR" option. CEX.IO sidesteps the bank entirely. You pay with a card or Apple Pay, the platform charges you in US dollars, and the coins land in your account while you are still holding the phone. That is the whole pitch, and for a lot of people in Riyadh, Jeddah or Dammam it is enough.

This review is written from the point of view of someone living in the Kingdom. We checked CEX.IO's own legal pages, support articles and fee FAQs in October 2026, and we say plainly where the platform fits, where it does not, and what it is not (licensed in Saudi Arabia, for one, but then nobody is).

Who CEX.IO suits in Saudi Arabia

Three groups get the most out of it. The first is the beginner who wants to buy a few hundred riyals' worth of Bitcoin without learning what a P2PP2PPeer-to-peer: you buy directly from another person on the exchange, and the exchange holds the coins in escrow until the seller confirms your bank or STC Pay transfer. order book is. The second is the expat who already holds a Visa or Mastercard from a Saudi bank and simply wants the fastest route to USDT. The third, surprisingly large, is the Pi Network community: CEX.IO is one of the few mainstream platforms where you can trade Pi at all, even if only as an IOU (more on that below).

It is a poor fit if you want to move large sums in riyals. There is no SAR deposit, no SARIESARIEThe Saudi instant interbank transfer system used by every local bank for riyal transfers. transfer and no mada debit rail, so anything beyond a few thousand dollars per transaction pushes you towards P2P or a licensed Gulf platform with riyal rails such as CoinMENA.

Availability and which entity you deal with

CEX.IO publishes a list of thirty countries and territories it does not serve. Saudi Arabia is not on it, and neither is any other Gulf state. The list includes Canada, India, Japan, Singapore, Russia, Iran, Iraq, Lebanon, Syria and Yemen, which matters if you are an expat from one of those places and plan to keep using the account after you leave the Kingdom.

The group splits its customers across four legal entities. UK residents contract with CEX.IO Markets UK Ltd, Europeans with CEX.IO Europe S.L., Americans with CEX.IO Corp., and everyone else, Saudi residents included, with CEX OVRS LLC, a company registered in Charlestown, Nevis. Its terms page names no regulator. That is normal for offshore crypto platforms, but it is the sort of thing a review should say out loud rather than bury: the US and UK registrations you see on the home page belong to sister companies, not to the one holding your account.

Funding an account without riyals

The payment-methods page lists Visa and Mastercard debit and credit cards, Google Pay and Apple Pay (a card added to the wallet, identity verification required), SEPA for Europe, Faster Payments for UK withdrawals, ACH and PayPal for the US, plus crypto deposits. For a Saudi user that leaves cards, Apple Pay and crypto.

A card issued by Al Rajhi, SNB, Riyad Bank or Alinma will be charged in USD. Your bank converts at its own rate and typically adds a foreign-transaction fee, so budget roughly 2–3% on top of CEX.IO's own fee. In our experience across the region, credit cards and Apple Pay go through more reliably than mada-only debit cards, which some processors decline for merchant codes linked to crypto. If a payment fails, try Apple Pay before giving up; it uses the same card but a different authorisation path.

Fees and limits you will actually see

CEX.IO's FAQ gives ranges rather than one number: card transactions "range between 0.49% and 4.99% plus a service charge", bank transfers start from 0.1% with a £10 minimum, and e-wallets such as Skrill sit near 3.99% plus a flat 3 units. The exact service commission on an Instant Buy order is shown on the confirmation screen before you tap buy, which is the figure to trust rather than anything quoted on a comparison site.

The minimum Instant Buy is 20 USD, EUR or GBP. Identity-verified users can buy up to 3,000 USD per transaction (address verification lifts that), while customers whose ID check is less than three months old are limited to 1,000 USD a day and 3,000 USD a month on cards. For most first-time buyers in Saudi Arabia that cap is irrelevant; for anyone planning to move 50,000 SAR in a week it is the main reason to look at OTC desks instead.

Coins that matter here, and the Pi IOU question

CEX.IO's markets API lists the coins Saudi searchers care about most: Bitcoin, Ethereum, USDT and USDC, XRP, Solana, BNB, Dogecoin, Toncoin, Shiba Inu, Cardano, Tron, Litecoin and Pepe. Quotes are in USD, EUR, GBP, USDT, USDC and BTC. Whether every coin is enabled for every jurisdiction "depends on the user's region", in the platform's words, so check the buy screen after you register.

Pi deserves its own paragraph because it is the reason many Saudi readers land on this page. CEX.IO's buy page says Pi "is currently traded as an IOU, meaning it is a placeholder for future Pi Network tokens". An IOUIOULiterally 'I owe you': a token that represents a claim on the real coin. You get the price movement, but you cannot withdraw it to the coin's own blockchain until the exchange enables it. tracks the price, but you cannot send it to a Pi mainnet wallet or receive mainnet Pi into CEX.IO. If your goal is to hold "real" Pi after KYC, this is not the route; if your goal is price exposure with a card, it is one of the simplest. Our Pi Coin guide walks through both paths.

Opening an account from Saudi Arabia

  1. Register with an email or phone number

Use an email you control long-term; account recovery goes through it. Turn on two-factor authentication immediately.

  2. Verify your identity

Upload a passport or national ID and take the selfie check. Expats: keep the passport handy because the accepted-document list depends on your country of residence.

  3. Add a card or Apple Pay

A Saudi Visa or Mastercard in your own name. The first card purchase may trigger a small verification charge that is reversed.

  4. Use Instant Buy

Choose the coin, enter the USD amount (minimum 20), review the price and service commission on the confirmation screen, confirm.

  5. Withdraw what you are not trading

Send long-term holdings to a hardware or mobile wallet. Double-check the network (for USDT: TRC-20 is cheapest, ERC-20 the most widely accepted).

Registrations, stated honestly

CEX.IO is a long-lived brand: it started in London in 2013 as a cloud-mining and exchange service, long before most of today's platforms existed. Its US arm, CEX.IO Corp., is registered with FinCEN as a money services business and holds money-transmitter licences in 39 states plus Washington DC under NMLS ID 1804170. Its UK arm holds an FCA cryptoasset registration (firm reference 1007192) under the anti-money-laundering rules. Those are real and verifiable, and they say something about how the group runs compliance. They do not, however, make the platform "licensed" for a customer in Saudi Arabia, and neither SAMA nor the CMA has licensed any crypto exchange. We would rather you buy knowing that than find out later.

What stands out
  • Instant Buy with Visa, Mastercard and Apple Pay in USD, no bank transfer needed
  • Saudi Arabia is not on the 30-country unsupported list (checked October 2026)
  • Lists Pi (as an IOU), Dogecoin, USDT, BTC, TON and XRP in one account
  • Published fee ranges and a minimum order of just 20 USD
  • FinCEN / NMLS 1804170 (US) and FCA 1007192 (UK) registrations held by group companies
What is missing
  • No SAR: your bank converts to USD and usually adds 2–3% on top
  • Saudi accounts sit with CEX OVRS LLC (Nevis), which names no regulator
  • Pi is an IOU, not withdrawable mainnet Pi
  • New card users capped at 1,000 USD per day for three months
  • No Arabic interface or Arabic-language support documented

Verdict

8.3/10
Our score: The simplest card-funded on-ramp for Saudi beginners

A clear number one for "I want some Bitcoin today with the card in my wallet", and the practical choice for Pi and Dogecoin buyers who want one account. Not the place for riyal-sized sums or for anyone who needs local bank rails; pair it with P2P or a licensed Gulf platform for that.

If you prefer a platform that takes riyals through your own bank, read our full comparison of eight exchanges; if you just want to see how a card purchase feels, the account takes a few minutes to open.

Frequently asked questions

Does CEX.IO accept customers from Saudi Arabia?

Saudi Arabia is not on CEX.IO's list of unsupported countries (the list has 30 entries such as Canada, India, Japan, Singapore and Yemen). Saudi residents are served by the group entity CEX OVRS LLC under the "other jurisdictions" terms. Always check availability for your own account before depositing.

Can I deposit Saudi riyals on CEX.IO?

No. CEX.IO works in US dollars and euros (plus pounds for UK users). A Saudi Visa or Mastercard pays in SAR and the issuing bank converts at its own rate, usually with a foreign-transaction mark-up of around 2–3%. There is no SAR wallet, SARIE transfer or mada rail.

Is CEX.IO licensed in Saudi Arabia?

No crypto exchange is. The Saudi Central Bank (SAMA) and the Capital Market Authority (CMA) have not licensed any platform to trade crypto for retail clients. CEX.IO's registrations with FinCEN and US state regulators (NMLS ID 1804170) and its FCA cryptoasset registration in the UK (reference 1007192) belong to its US and UK entities, not to the entity that serves Saudi customers.

What is "PI IOU" on CEX.IO?

CEX.IO trades Pi Coin as an IOU, which its own page describes as "a placeholder for future Pi Network tokens". You get price exposure to Pi, but you cannot withdraw it to a Pi Network mainnet wallet yet. Our Pi Coin guide explains the difference in detail.

What are the limits for a new card user?

Instant Buy starts at 20 USD or EUR. Identity-verified users can buy up to 3,000 USD per transaction; customers whose ID verification is less than three months old are capped at 1,000 USD per day and 3,000 USD per month on cards, after which the limits grow.

Which ID documents work for a Saudi resident?

CEX.IO accepts a passport, a government-issued national ID card or a driving licence, and says the exact list depends on your country of residence. Whether an Iqama alone is enough is not documented, so expats should keep their passport ready.
