Binance in Saudi Arabia: allowed, funded in riyals, reviewed

The biggest exchange in the world has no Saudi licence, yet its SAR P2P market is where most riyals meet USDT. Here is what works, what it costs, and where Binance is weaker than a card-first or Gulf-licensed platform.

Ask ten people in Riyadh where they bought their first USDT and most will say Binance, and most will have paid a seller through a bank app or urpay rather than "depositing" anything. That is the whole Binance story in Saudi Arabia: no licence, no riyal wallet, but a P2PP2PPeer-to-peer: you buy directly from another user on the exchange, which holds the coins in escrow until the seller confirms your bank or wallet transfer. market deep enough that a 2,000 SAR order fills in minutes. This review covers the legal position, the SAR rails that are officially confirmed versus merely reported, the fee that replaced "free P2P", and the Sharia Earn product that keeps coming up in Arabic search.

We checked Binance's own announcements, its App Store listing and the SAMA and CMA statements in October 2026. Where a claim rests on user test reports rather than a Binance page, we say so.

Who Binance suits in Saudi Arabia

Binance is the right tool for three kinds of users. First, anyone who wants to pay in riyals from a Saudi bank, urpay or stc pay rather than a card charged in dollars; the SAR P2P market is the largest of any exchange serving the Kingdom. Second, people who already know what a maker and takerMaker / takerA maker posts an order or ad that waits in the book; a taker fills an existing one. Exchanges usually charge takers more. are and want 0.1% spot fees across hundreds of pairs. Third, expats sending money home: buy USDT with SAR, send it on the TRC-20 network, and a relative sells it on the local P2P market. Our remittance guide walks through that corridor.

It suits you less if you want to tap a card and be done. Binance does have card processors, but Saudi issuers decline crypto-coded merchants often enough that P2P is the reliable path, and P2P means chatting with a stranger, matching your bank-account name to your profile and waiting for a release. If that sounds like a chore, a card-first exchange is simpler, and a Gulf-licensed platform such as CoinMENA gives you a real SAR bank deposit.

Is Binance allowed in Saudi Arabia?

The honest answer has three parts. One: nothing in Saudi law prohibits an individual from opening a Binance account or trading on it. Two: Binance holds no Saudi licence, and neither does any other exchange; the Saudi Central Bank (SAMA) and the Capital Market Authority (CMA) have not licensed a single crypto platform for retail clients. Three: the 2018 Standing Committee statement, issued by a committee chaired by the CMA with SAMA, the Ministry of Interior and others, says virtual currencies "are not regulated inside the Kingdom" and that "no parties or individuals are licensed for such practices". That statement is still the operative official position. Our legal guide quotes it in full and explains what it means for your bank account.

Two details matter for this specific exchange. The Binance app, published by Binance Switzerland AG, is listed on the Saudi App Store with the caveat that "products and services referred to here may not be available in your region". And Binance's nearest Gulf licence is from the Central Bank of Bahrain, granted in 2022 to its Bahrain entity. That licence covers Bahrain; it does not extend to Saudi residents, and Binance has never claimed that it does.

Getting riyals in: the SAR P2P market

Binance has no SAR balance, no SARIESARIEThe Saudi instant interbank transfer system used by every local bank for riyal payments. deposit and no mada rail. Riyals enter through P2P: a seller posts an ad such as "USDT at 3.77 SAR, min 500, max 20,000, pays via Al Rajhi or urpay", you place an order, Binance locks the seller's USDT in escrowEscrowCoins held by the exchange during a P2P trade and released to the buyer only after the seller confirms payment., you pay from your own bank app, mark the order as paid, and the seller releases. Typical time from order to coins: a few minutes during Saudi banking hours.

Which payment methods are official? Binance announced on 29 April 2022 that P2P added urpay (Al Rajhi's wallet) and Liv. KSA as payment methods, with SAR among the currencies covered. That is the only Saudi-specific confirmation on Binance's own pages. Bank transfer, stc pay, Al Rajhi, SNB and Riyad Bank appear on ads according to user test reports, and the live P2P page is JavaScript-only, so we could not read the ad table directly. Open the SAR market yourself and filter by payment method before you assume a bank is there. mada and Western Union are not listed anywhere we could find.

Three rules keep your account out of trouble. Pay only from an account in your own name that matches your Binance profile (sellers reject third-party payments). Never write "USDT", "Binance" or "crypto" in the transfer memo; sellers ask for a blank or neutral reference. And never release before the money is in your account, no matter what the chat says. Our P2P guide lists the tricks used on Saudi buyers.

P2P in one line: your riyals go to the seller's bank, the seller's USDT goes to you, and Binance holds the coins until both sides confirm.

Fees and limits you will actually see

For years "Binance P2P is free" was true for takers. It is not any more for USDT. Since 19 March 2024 Binance charges a flat 0.05 USDT taker fee per completed order on USDT pairs in a list of fiat markets that includes SAR. On a 500 SAR order that is roughly 0.04%; on a 50 SAR order it is nearly 0.4%, so batch small purchases. Maker fees are set per fiat market and were not displayed on the fee page when we checked; a December 2022 promotion briefly set SAR maker fees to zero, which tells you Binance treats SAR as a market worth growing.

The real cost is the seller's premium over the 3.75 peg. Sellers price USDT slightly above the official rate, by an amount that moves with demand; user reports put it well under 2% for a full buy-and-sell cycle, but treat that as an estimate and compare ads. Spot trading on the exchange itself is 0.1% per side at the base tier, with a 25% discount when fees are paid in BNB, according to fee comparisons rather than a Binance page we could render. Withdrawal fees depend on the network: USDT on TRC-20 is the cheapest common route.

Limits on P2P are set by each advertiser (the min and max on the ad), not by Binance. Account-level withdrawal limits depend on your verification tier; Binance did not publish Saudi-specific figures on the pages we could reach, so check your own limits page after KYCKYCKnow Your Customer: the identity check (ID document, selfie, sometimes proof of address) an exchange runs before it lets you trade or withdraw..

Coins that matter here, and the Sharia Earn question

The SAR P2P market shows tabs for USDT, BTC, USDC, FDUSD, BNB, ETH, TUSD, ADA, SHIB, DOGE, TRX, SOL and PEPE among others, though not every tab has active Saudi advertisers; USDT carries almost all the volume, and the sensible pattern is to buy USDT with riyals and swap to anything else on spot at 0.1%. Two absences matter: Pi Network is not listed on Binance (it trades on OKX, Bitget, Gate, MEXC and as an IOU on CEX.IO), and there is no SAR trading pair on spot, only on P2P.

Sharia Earn is the product Arabic searchers ask about most. Binance launched it in July 2025 as a wakalaWakalaAn Islamic agency contract: you appoint the platform as your agent to manage assets, with returns from the underlying activity rather than from interest.-structured staking product covering BNB, ETH (via WBETH) and SOL (via BNSOL), certified by Amanie Advisors, a Sharia advisory firm. Binance says it is available in "select countries" across MENA and Asia; we could not confirm on a Binance page that Saudi Arabia is one of them, so open the Earn tab and see whether the product appears for your account. Note what it is not: a Sharia screen on spot trading or futures. Saudi scholars have taken different positions on crypto, from Sheikh Abdullah Al-Manea's 2018 view that Bitcoin resembles usury and gambling to Mufti Faraz Adam's view that it is permissible property. Our halal guide sets out the conditions commonly cited: spot rather than leveraged, no interest-bearing products, no gambling-like tokens.

Your first SAR purchase on Binance

  1. Register and secure the account

Email or phone, then enable two-factor authentication and the anti-phishing code before you deposit anything. Account takeovers on Saudi users usually start with a fake "Binance support" message.

  2. Complete identity verification

Government ID plus selfie; Binance may also ask for proof of address. Saudi national ID or passport is the safe choice; whether an Iqama alone passes is not documented, so expats should keep the passport handy. See our Iqama KYC guide.

  3. Add your payment method

In P2P settings add the bank account, urpay or (if the seller lists it) stc pay in exactly the name shown on your ID. Mismatched names are the number-one reason sellers refuse to release.

  4. Open the SAR market and pick an ad

Filter by USDT, SAR and your payment method. Compare price, completion rate and order count. A seller with 1,000+ orders and 98% completion at 3.78 beats an unknown seller at 3.76.

  5. Pay from your own bank app and mark as paid

Send the exact amount, leave the memo neutral, then tap "Transferred, notify seller". Do not release anything; you are the buyer, the seller releases. Keep the chat inside Binance.

  6. Move holdings off the exchange

Trade to BTC or keep USDT, then withdraw long-term holdings to a wallet you control. Check the network before sending; TRC-20 for USDT is cheapest, ERC-20 most widely accepted.

Binance vs CEX.IO and Rain

Against CEX.IO the trade-off is rails versus simplicity. CEX.IO takes no riyals at all; it charges a Saudi Visa, Mastercard or Apple Pay in dollars at a published 0.49%–4.99% plus service charge, and you never talk to a seller. Binance takes riyals through P2P at a fraction of that cost but asks more of you: a matching bank name, a chat, and judgement about which advertiser to trust. CEX.IO also lists Pi as an IOU; Binance does not list Pi. Against Rain, the difference is licensing: Rain is a Central Bank of Bahrain category-3 licensee, while Binance is unlicensed in the Gulf outside Bahrain. But Rain's own pages do not document SAR deposits for Saudi residents, so for riyal funding Binance's P2P market is the proven path and Rain is the one to confirm in-app. The full comparison ranks all eight platforms.

What stands out
  • Deepest SAR P2P market of any exchange, with urpay and Liv. KSA as officially announced methods
  • Flat 0.05 USDT taker fee per P2P order on USDT pairs; spot 0.1% with a 25% BNB discount
  • Arabic interface and app listed on the Saudi App Store (Binance Switzerland AG)
  • Hundreds of spot pairs, so USDT bought with riyals converts to anything at 0.1%
  • Sharia Earn (wakala, certified by Amanie Advisors) for BNB, ETH and SOL in select countries
  • OTC desk from USD 200,000 for large tickets
What is missing
  • No Saudi licence and no Gulf licence beyond Bahrain; no regulator stands behind Saudi accounts
  • No SAR wallet, SARIE deposit or mada: riyals only via P2P counterparties
  • stc pay and Saudi banks on P2P ads are user-reported, not confirmed on Binance pages
  • Iqama-only KYC not documented; proof of address may be requested
  • Sharia Earn eligibility for Saudi Arabia not confirmed; spot and futures carry no Sharia label
  • Pi Network not listed

Verdict

7.9/10
Our score: The riyal on-ramp most Saudis actually use, with the caveats stated

If you want to pay in riyals from your own bank or urpay and are comfortable with a P2P trade, Binance is the most liquid option available to Saudi residents, and the 0.05 USDT taker fee keeps it cheap. It loses points for the absence of any licence relevant to the Kingdom, for rails that rest partly on user reports, and for a Sharia product whose Saudi availability it does not confirm.

Prices move while a P2P order is open and an exchange account is not a bank deposit, so keep on Binance only what you are trading. If you would rather skip P2P entirely, a card-funded purchase in dollars takes minutes; if you need a licensed Gulf entity with SAR deposits, start with CoinMENA.

Frequently asked questions

Is Binance allowed in Saudi Arabia?

Using Binance is not prohibited for individuals, but it is unregulated: Binance holds no Saudi licence (no exchange does), and the 2018 Standing Committee statement from SAMA, the CMA and other bodies says virtual currencies are not approved and nobody is licensed to deal in them. Binance's closest licence is from the Central Bank of Bahrain (2022). The app is on the Saudi App Store, published by Binance Switzerland AG.

How do I deposit Saudi riyals on Binance?

Through the P2P market, not a bank deposit. Binance has no SAR wallet or SARIE rail. You pick a seller advertising USDT for SAR, pay them from your own bank app, urpay or (per user reports) stc pay, and Binance releases the coins from escrow once the seller confirms. urpay and Liv. KSA are the two officially announced Saudi payment methods.

What does Binance P2P cost in the SAR market?

Since 19 March 2024 Binance charges takers a flat 0.05 USDT per completed order on USDT pairs in the SAR market. Makers (people who post ads) pay a rate set per fiat market that Binance's page did not display when we checked. On top of that, sellers price USDT at a small premium over the 3.75 peg; that premium is the real cost.

Does Binance have an Islamic account for Saudi users?

Not an "Islamic account" in Bybit's sense. Binance launched Sharia Earn in July 2025, a wakala-based staking product certified by Amanie Advisors for BNB, ETH and SOL, available in "select countries". Whether Saudi Arabia is on that list is not confirmed on Binance's pages. Spot trading itself has no Sharia label; scholars differ, so read our halal guide.

Which ID does Binance accept from a Saudi resident?

Binance asks for a government ID plus, in many cases, proof of address. A Saudi national ID or a passport is the safe choice. Whether an Iqama alone passes the check is not documented by Binance, so expats should have their passport ready. Our Iqama KYC guide covers the common failure points.

Is Gulf Binance the Saudi version of Binance?

No. Gulf Binance is a joint venture between Binance and Gulf Energy Development in Thailand, licensed by Thai regulators. It has nothing to do with the Gulf Cooperation Council or Saudi Arabia. Saudi users deal with the global Binance platform like everyone else outside licensed markets.
