Buy crypto in Saudi Arabia: the exchanges, riyal rails and rules that actually work

No Bitcoin ATMs, no Saudi-licensed exchange, banks that keep their distance, and yet one of the most active P2P markets in the region. This guide shows how people in Riyadh, Jeddah and Dammam really buy, sell and store crypto, with every fee and rule sourced.

Four ways riyals turn into crypto

Every route from Saudi Arabia ends up in one of these four lanes. The right one depends on how much you are moving, how fast you need it and whether you want your bank involved at all.

The short version: if you have never bought crypto before and want to see what owning a few hundred riyals of Bitcoin feels like, use a card. If you plan to buy regularly, learn P2P once and never pay a card fee again. If you are moving five or six figures, talk to an OTC desk rather than splitting the amount into dozens of P2P orders that will worry your bank's compliance team. And if the words "escrow" and "slippage" mean nothing to you yet, start with our beginner's guide; the slippageSlippageThe difference between the price you expected and the price your order actually fills at, usually because the market moved or the order was large. explanation alone will save you money.

Best crypto exchanges in KSA

Eight platforms that actually onboard Saudi IDs, ranked by what matters here: whether riyals can get in, what the published fees are, and who is really behind the account you open. None of them holds a Saudi licence, because no such licence exists yet.

CEX.IO sits first because it solves the problem most first-time Saudi buyers actually have: the bank. You never send a riyal transfer anywhere; you pay by Visa, Mastercard or Apple Pay in dollars, and the platform has been doing exactly that since 2013. It is not perfect for the Kingdom (there is no SAR wallet, and Saudi customers contract with its offshore entity, CEX OVRS LLC) but for a card purchase of Bitcoin, USDT, Dogecoin or Pi it is the simplest door in. Binance and Bybit win on cost once you are comfortable with P2PP2P (peer-to-peer)You buy from another user; the exchange locks the seller's coins in escrow until you have paid them in riyals and they confirm.; CoinMENA is the one platform that publishes a real SAR fee schedule and holds licences in Bahrain and Dubai. The full comparison goes platform by platform with limits, KYC documents and the fine print.

Live prices in riyals

What a riyal buys today

The riyal has been pegged at 3.75 to the US dollar since 1986, which makes crypto prices in SAR easy to sanity-check: take the dollar price and multiply by 3.75. Anything a P2P seller charges above that is the cost of the route, not the coin. The converter pulls public CoinGecko rates in SAR; if the feed is unavailable it falls back to a reference snapshot and says so.

We keep a dedicated guide for each coin people in the Kingdom actually search for, from Bitcoin and USDT to Pi, Dogecoin, Toncoin and XRP, plus a ranked list of the 15 most available coins and an answer to the question we get most often: is there a Saudi cryptocurrency? (There isn't, and the "Saudi riyal coins" you see advertised are scams.)

Riyal payment rails

STC Pay, urpay, Alinma and bank transfers

Saudi Arabia has one of the most advanced payment systems in the world, 85% of retail transactions are electronic, and almost none of that infrastructure officially touches crypto. The gap is bridged by P2P.

Here is how it works in practice. You open the P2P tab on Binance, Bybit or OKX, filter sellers by "SAR" and by the payment method you own, and place an order for, say, 3,750 SAR of USDT. The exchange locks the seller's USDT in escrowEscrowA holding account controlled by the exchange: the seller's coins are frozen there until you pay and the seller confirms, so neither side can walk away with both the money and the coins.. You pay the seller from your own STC Pay, urpay, AlinmaPay or bank app, mark the order as paid, and the seller releases the coins. Ten to thirty minutes, no card fee, and a small premium over the 3.75 peg that you can measure with the calculator on each rail page.

Two things to know before your first order. First, urpay and Liv. KSA are official Binance P2P payment methods (added in April 2022), while STC Pay, Al Rajhi, SNB and Alinma appear on seller ads according to user test reports rather than any exchange announcement, so availability varies by seller. Second, Binance charges a flat 0.05 USDT taker fee per order on USDT pairs in the SAR market; it is small, but "P2P is free" is no longer true.

The rules

What SAMA, the CMA and the scholars actually say

Most pages about "crypto in Saudi Arabia" either call it illegal or pretend it is regulated. Neither is true, and the difference matters for how you behave.

The only official position is the 2018 statement of the Standing Committee, a group that includes the Saudi Central Bank (SAMA), the Capital Market Authority (CMA) and the Ministry of Finance. It says virtual currencies are not approved as official currencies in the Kingdom and that no party or individual is licensed to deal in them. It is a warning and a declaration that you are on your own, not a criminal prohibition on individuals. Since then the CMA has run a fintech sandbox and accepted tokenised securities models, SAMA joined and completed a trial of the BIS mBridge cross-border CBDC project, and a government minister said the state is working with both regulators on regulated stablecoins. Nothing yet licenses a retail exchange. Our legal guide quotes every document with a link.

On the religious question the honest answer is that scholars differ. A member of the Council of Senior Scholars described Bitcoin as gambling and riba in 2018; Islamic-finance specialists such as Mufti Faraz Adam treat spot purchases of real assets as permissible under conditions; Bybit now runs a Sharia-certified Islamic Account and Rain obtained a Sharia review certificate for Bitcoin, Ether and Litecoin. Leverage, futures and interest-bearing "earn" products are widely considered impermissible. We do not issue rulings; the halal guide lays out who says what so you can ask your own scholar an informed question. Tax is simpler: no personal income or capital-gains tax, but Zakat still applies to wealth you hold.

Wallets, apps and cards that work here

An exchange account is a convenience, not a vault. In a market with no local regulator, the only money that is unambiguously yours is the money in a wallet whose seed phraseSeed phraseThe 12 or 24 words that generate every key in your wallet. Whoever has the words has the coins, so they are written on paper, never typed into a website. you control. The good news is that cold storageCold storageKeeping your private keys on a device that never connects to the internet, such as a hardware wallet, so they cannot be stolen remotely. is easy to buy in the Kingdom: Jarir sells the Ledger Nano X for SAR 669 including VAT, and Tangem ships its NFC card wallets to Saudi addresses officially. Trust Wallet, MetaMask, Phantom and Exodus are all on the Saudi App Store, although none of them lists Arabic in its store metadata.

Crypto debit cards are a weaker story: Nexo's card is Europe-only, Ka.app shut down, and the cards from Bybit and Crypto.com are not confirmed for Saudi residents. Our cards page tracks what is actually available, and the apps page explains how STC Pay, urpay, AlinmaPay and D360 fit into a crypto workflow even though none of them mentions crypto in its terms.

The questions Saudi searchers actually ask

For expats. Which exchanges accept an Iqama, what to do about address proof, and what happens to your account when you leave the Kingdom: KYC with Iqama. Plus the economics of sending money home with USDT instead of a remittance counter: crypto remittances.

For the curious. Is mining allowed, is there a Saudi coin, what does Vision 2030 say about Web3, and what should pilgrims know about payments during Hajj and Umrah.

For beginners. A plain-language start, a glossary of 40 terms in Arabic and English, and the scam patterns that cost Saudi users the most, from "release first" P2P tricks to fake Pi sellers.

Frequently asked questions

Can I legally buy crypto in Saudi Arabia?

Individuals are not prohibited from buying or holding crypto, but the market is unregulated: no exchange holds a Saudi licence, and the 2018 Standing Committee statement from SAMA, the CMA and other bodies warns that virtual currencies are not approved and nobody is licensed to deal in them. In practice Saudis buy through international exchanges and P2P markets; banks supervised by SAMA do not offer crypto services themselves.

What is the fastest way to buy Bitcoin in Saudi Arabia?

A Visa or Mastercard (or Apple Pay) on a card-first exchange such as CEX.IO: the purchase settles in US dollars within minutes of passing identity verification. The trade-off is a card fee in the 0.49%–4.99% range plus your bank's foreign-transaction charge. The cheapest route is SAR P2P on Binance or Bybit with STC Pay or a bank transfer, which takes 10–30 minutes.

Which exchanges accept Saudi riyals?

No global exchange takes SAR directly. Riyals enter the market through P2P (Binance, Bybit, OKX, Bitget) where you pay another person via STC Pay, urpay or bank transfer, or through Gulf-licensed platforms with riyal bank rails such as CoinMENA (official SAR fee schedule) and BitOasis (SAR listed in its app). CEX.IO works in USD and EUR via card.

Are there Bitcoin ATMs in Riyadh or Jeddah?

No. There are no verified Bitcoin ATMs anywhere in the Kingdom; a 2019 check found the two machines once listed in Jeddah and Jubail did not exist. Anyone advertising a crypto ATM or a walk-in exchange office in Saudi Arabia should be treated with suspicion.

Is cryptocurrency halal?

Scholars differ. No fatwa from the Council of Senior Scholars exists; some senior Saudi scholars have called Bitcoin gambling or riba, while Islamic-finance specialists such as Mufti Faraz Adam consider spot purchases of real assets permissible under conditions. Leveraged futures and interest-bearing products are widely considered impermissible. Our halal guide lists who says what.

Do I pay tax on crypto gains in Saudi Arabia?

There is no personal income tax or capital-gains tax for individuals in the Kingdom. Zakat of 2.5% applies to zakatable wealth as a religious obligation, and businesses file Zakat and income tax with ZATCA. Expats may still owe tax in their home country.

Can I use STC Pay to buy USDT?

Yes, through P2P markets: sellers on Binance and Bybit list STC Pay (now part of stc bank) as a payment method according to user test reports, while urpay and Liv. KSA are official Binance P2P methods. You pay the seller from your wallet and the exchange releases the USDT from escrow once the seller confirms.
